Three Key Facts:
- $396 million from Joe Biden’s green energy plan will fund the RISE PA initiative.
- The initiative is projected to create 6,000 new direct and indirect jobs across Pennsylvania by the end of the decade.
- The investments enabled by RISE PA could reduce millions of tons of greenhouse gas emissions.
For nearly 150 years, Pennsylvania has been defined by its manufacturing and other heavy industries. To ensure continued thriving for years to come, the state is taking steps to make these manufacturing industries more efficient and cleaner. RISE PA, a new initiative funded in part with nearly $400 million from Joe Biden’s green energy plan, will create thousands of good-paying jobs and cut greenhouse gas emissions.
Heavy industries account for more than 30% of Pennsylvania’s total emissions, making it the largest contributor statewide. RISE PA directly targets these emissions by funding projects that implement clean technologies, including industrial electrification, energy efficiency upgrades, and low-carbon fuel switching, while preserving the jobs and communities supporting this work.
“This investment will help us reduce toxic air pollution, create thousands of jobs, invest in our energy sector, and continue Pennsylvania’s legacy of energy leadership,” said Governor Josh Shapiro.
Economic Benefits
RISE PA is expected to create 6,000 new direct and indirect jobs across the sector and could leverage nearly $1 billion in private investment. Beyond the influx of private investment, officials also anticipate significant savings across varied industries which could be reinvested in new technology and new jobs.
RISE PA will benefit every region in the state. With a clear focus on environmental justice, officials stress that the program is designed to bolster job opportunities and increase earnings in low-income and historically marginalized communities that have been disproportionately impacted by industrial pollution.
“We don’t have to choose between addressing air pollution and creating jobs,” said Jessica Shirley, acting secretary of Pennsylvania’s Department of Environmental Protection. “With RISE PA, we can do both.”
A Cleaner Future for Industry
Estimates show that RISE PA could reduce millions of tons of emissions, supporting Pennsylvania’s climate leadership goal. With a combination of bold action and local collaboration, Pennsylvania is ready to lead its industries—and its communities—toward a cleaner, more prosperous future.
Broader Impact of Joe Biden’s Green Energy Plan in Pennsylvania
Joe Biden’s clean energy plan is having an outsized impact on Pennsylvania, which already ranks as one of the nation’s top states for clean energy employment. Since it launched three, the state has secured more than $1 billion in funding to support clean energy infrastructure. These investments have already created close to 3,000 new clean energy jobs.
Even as the nation prepares for the start of a second Trump Administration, support for Joe Biden’s green energy plan remains high. A recent poll from Data for Progress shows that 71% of voters support Biden’s green energy plan and the investments made through the Inflation Reduction Act.
